This image is somewhat impacting. I like the glow in Lugia's eyes. The detail in the background is very good. However, it wouldn't be so true if I said this picture looks very attractive. In reality, it is drafty. It looks like this drawing has a picture of Lugia from the internet. I feel Lugia wasn't edited very well. If the white edges are supposed to be cell shading, it is not working. Stick with softer lighting! Otherwise, here are a few tools that could make this work: The pen tool, the opacity control, and the blend modes.

This drawing does not appear to communicate anything. As a hobby artist, this isn't extremely important, but I don't rate images well without a message. Pictures are like food to the eyes. If you microwave all of the nutrients out of food, you would be eating nothing. It's the same with graphic design--or communication design. What is Lugia's mission? Why is it rushing through the water? Is there an emergancy? Think about it.
